Walter Thomas Penney born on 18/11/1865, was the son of George Farrant Penney, a foreman at a shipwrights' firm (1824–1893) and his wife, Elizabeth Ellen Haben(1826–1905). He had 5 siblings: four sisters and a brother all born in Chatham, Kent.
In 1881, at the age of 17, he was an engineer fitter's apprentice at Chatham dockyard. Annie Brooks Etheridge Edwards married Walter Thomas Penney in July 1886 in Medway, Kent when she was 21 years old. They had two children, Mabel and George. Mabel died in 1893 at the age of 6.
Son, Walter George, joined the Royal Navy as a boy and was an navy artificer in the first world war.
Walter Thomas became a marine engineer and worked for the government at Chatham Dockyard.
In 1921, he and wife, Annie, were in Wales at Pembroke Dockyard as Walter was still working for the Ministry of Defence.
Walter died in 1932 while visiting his son, Walter George (and his wife Eva Reeder nee Robinson) at 26 Rowlands Road, Worthing.
